Job Title: Project Accountant (Finance Officer)

For financial management of the ECOWAS-EU/EDF Funds relating to the project “Support to ECOWAS Regional Action Plan on Illicit Drug Trafficking, related Organized Crime and Drug Abuse in West Africa”. In this regard, s/he will work on a daily basis with the ECOWAS Drug Unit team.

Duties and Responsibilities

Within delegated authority, the Project Accountant will perform the following duties:


·                     Support the preparation of annual project work plans and budget and monitor their implementation.
·                     Responsible for maintaining accurate financial records and cash flow management including accurate forecast relating to the Project, in line with the approved accounting standards, guidelines and financial regulations.
·                     Oversee and ensure timely posting of transactions into the accounting software system and delivering of financial report as required.
·                     Make comparative evaluation of project budget with cost centers and indicate variance analysis over time and make reports available to superiors and relevant project stakeholders.
·                     Implement budgetary control procedures and ensure that expenditures approved for payment have been provided for in the approved budget.
·                     Oversee the preparation of bank reconciliation statements for the bank accounts of the Project
·                     Safeguard of all vouchers including supporting documents for review by both internal and external auditors
·                     Perform any other related duties as may be assigned.
Qualifications/Experience/Skills
·                     A Bachelor's degree or equivalent in Finance, Accounting, Economics or Business Administration
·                     A formal Professional Accountancy qualification (e.g. CA, ACCA, CIMA etc.) is also required.
·                     At least, five (5) years post qualification work experience. A higher degree will substitute for two-years of work experience
·                     A solid knowledge of accounting software systems, excel, power point, budgeting and strategic financial planning would be an added advantage
·                     Ability to work independently with high degree of integrity, responsibility and with minimal supervision
·                     Ability to present sensitive issues/positions and prepare reports at short notice
·                     Excellent communication and inter-personal relations skills (team player)

The incumbent will report through the Law Enforcement Officer (Project Coordinator) to the Director of Gender, Youth, Sports, Employment, Civil Society and Drug Control). While accomplishing his/her duties, the incumbent will contribute to implementing parts of the project, “support to ECOWAS Regional action Plan on Illicit Drug Trafficking, Organized Crime related to it and Drug Abuse in West Africa”. The incumbent will bring technical expertise in the areas of criminal law to support the implementation of the 2015-2019 “ECOWAS Action Plan to Address the Growing Problem of Illicit Drug Trafficking, Organized Crimes and Drug Abuse in West Africa”.

Duties and Responsibilities


·                     Provide advice to the ECOWAS Drug Unit in the areas of criminal justice application, and the establishment of a legal framework for the harmonization of all drug laws and related legislations with the view to developing common prosecution standards in the region.
·                     Provide policy and technical advice to the inter-ministerial drug control committees (IMDCC’s) or equivalent, and advocacy to ratify and transpose UN and ECOWAS conventions;
·                     Provide technical guidance to external consultants, government officials and other parties involved with the review and assessment of existing national drug laws and related legislations and institutional structures to identify areas of convergence, differences, gaps/shortcomings and updating them in line with relevant international conventions on drugs and crime;
·                     Support ECOWAS to harmonize its legal instruments into a single and up to date regional protocol on drug control and prevention of organized crime;
·                     Coaching and support to networks and direct support to organize regional workshops for practitioners, national and regional training for prosecutors, judges, and law enforcement operatives as required
·                     Support the organisation of annual meetings of IMDCC's or equivalent Focal Points and Ministerial Conference on the implementation of the Regional Action Plan.
·                     Provide legal guidance to Coordinators of ECOWAS Inter – Ministerial Drug Control Committees, NGO’s, and Civil Society Organizations on strengthening of legal framework for effective justice administration in the region.
·                     Support the design and establishment of the Monitoring and Evaluation Mechanism (MEM) in line with the ECOWAS Regional Action Plan;
·                     Support the set-up, implementation and deployment of a Monitoring Mission Team (MMT) to monitor the progress, if need be;
·                     Contribute in the preparation of progress reports including narrative and financial reports related to the implementation of the activities related to crime and justice
·                     Participate in the ECOWAS-EU Project Steering and Coordinating Committee’s (PSCC) meetings
·                     Perform other duties as required.
Qualifications/Experience/Skills
·                     A Bachelor of Law degree with specialization in legal matters.
·                     Possession of a Master’s degree in Law with specialization in criminal justice will be a definite advantage.
·                     A minimum of five years of professional experience in legal affairs at the national and international level is required. A higher degree will substitute for two-years of work experience.
·                     Experience in developing and managing projects is required.
·                     Demonstrated experience in working with project management tools is a strong advantage.
·                     Knowledge of UN programmes, policies, guidelines and procedures in international law and criminal justice system.

Within delegated authority, the Project Officer, Drug Demand Reduction, will carry out a range of tasks aimed at providing programme, policy, advocacy support and technical expertise for the development of evidence based drug policies and programmes in the region, and the availability of epidemiological data on drug in West Africa. In particular, the incumbent will be responsible for the following duties:


·                     Provide technical assistance and advisory services to the Drug Unit on the prevention of drug abuse, treatment and rehabilitation.
·                     Assist in providing technical support and training to West African Epidemiology Network on Drug Use Focal Points to conduct regular epidemiology surveys on drug abuse including data collection, drug use trends and ensure their contribution to ECOWAS periodic reports on drug abuse;
·                     Technical advice, coaching and support to networks to IMDCCs (or equivalents) to strengthen their cooperation with National AIDS Councils and other relevant institutions;
·                     Support the organisation of annual meetings of IMDCC's or equivalent Focal Points and Ministerial Conference on the implementation of the Regional Action Plan.
·                     Advice and coaching to national/regional drug abuse and treatment networks including NGO’s and CSOs on the organization public awareness events/campaigns on anti-drugs and related crime issues with a regional added value. Conduct an impact assessment after each of these visibility events.
·                     Advice and expertise to disseminate good practices on drug and crime policies identified by other components of the project. Dissemination should be cost-efficient;
·                     Advice/training/coaching and support to the IMDCC (or equivalents) staff and provision of basic communication equipment/promotional material to support awareness-raising activities;
·                     Expert advice and analytical work to collect good practices on drug and crime policies worldwide;

Duties and Responsibilities

Within delegated authority, the Law Enforcement Expert (Project Coordinator) will carry out a range of tasks aimed at providing policy, programme, coordination and advocacy support in the areas of counter narcotics, drug use prevention and drug treatment. In particular, the incumbent will be responsible for the following duties:


·                     Design, implement, monitor and evaluate all assigned activities to be conducted within the framework of: Result 1 of the project “Support to ECOWAS Regional Action Plan on Illicit Drug Trafficking, related organized crime and drug abuse in West Africa”, which aims to “Improve ECOWAS Advocacy, Monitoring and Coordination Capacity” for the Regional Action Plan, and 2. The 2015-2019 “ECOWAS Action Plan to Address the Growing Problem of Illicit Drug Trafficking, Organized Crimes and Drug Abuse in West Africa”;
·                     Plan, organize, coordinate, implement and evaluate project activities aimed at building capacity of West African States in the areas counter narcotics, drug use prevention and drug treatment;
·                     Review and validate all strategic and operational reports to be drafted within the framework of the project. This includes contribute to the preparation of all substantive and financial reports linked to the implementation of parts of the project assigned, in particular quarterly work plans and progress reports, annual reports ( Narrative and Financial);
·                     Coordinate, participate and carry out, in coordination with project team members, national authorities, and partners, periodic assessment of project performance, organize and participate in reviews and evaluations;
·                     Provide specialized substantive, operational and technical expertise to national authorities of ECOWAS and Member States, Civil Society Organizations on effective and appropriate law enforcement policies, tools and operating procedures including Joint Operations;
·                     Liaise effectively with GIABA, UNODC, INTERPOL , WCO, IMO and other relevant regional and international law enforcement bodies with a view to establishing a strong partnership with ECOWAS Drug Unit;
·                     Maintain dialogue with national law enforcement authorities, national coordinators of inter- ministerial drug coordination committees and the partners of ECOWAS, to define, plan, propose, negotiate, execute and administer relevant law enforcement activities of the Regional Action Plan;
·                     Prepare budget and work plan and supervising program staff and short term consultants;
·                     Participate in the planning, design, execution and reporting of MEM activities, especially on the law enforcement component;
·                     Contribute to prepare/review all correspondences linked to the implementation of the projects and drafting of various ECOWAS reports on drugs and crime;
·                     As required, supervise other professional and support staff members, mentor and guide consultants, interns and resource persons in their work;
·                     Participate in the ECOWAS-EU Project Steering and Coordinating Committee’s (PSCC) meetings;
·                     Contribute to the preparation of consolidated work plans and other Project Steering and Coordinating Committee’s (PSCC) documentation;
·                     Perform other duties as required.
Qualifications/Experience/Skills
·                     Minimum of a Bachelor’s Degree or equivalent in international relations, law, political science or related field.
·                     Minimum of 10 years of progressively responsible experience in drug control activities, law enforcement, international relations or related field with at least two years in Managerial role. Previous filed experience in West Africa is desirable; A higher degree will substitute for two-years of work experience.
Competencies:
·                     Professionalism: knowledge and understanding of theories, concepts and approaches relevant to crime and drug related issues. Knowledge of policies and practices in international drug control and crime prevention as well as the mandates of the UNODC. Knowledge of specialization in substantive and functional areas. Demonstrates professional competence and mastery of subject matter, Expertise in training curricula development, counter narcotics operations, as well as international cooperation mechanism, programme planning and implementation.
