Overall Responsibilities

Team skills and comfort with computer word processing, spreadsheets and presentation software are a must. Agility working with electronic calendars (outlook or Google or other) and file management on networked system are an added advantage. 2. Clinical HIV/AIDS Advisor, ART

Overall Responsibilities
The objective of the Clinical Advisor position is to provide technical leadership and management of the Pro-ACT AIDS palliative care including management of opportunistic infections and prophylaxis, ART, TB-HIV Co-infection and PMTCT programs in a manner that strengthens integrated delivery of health services in partnership with the state government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.

Management responsibility:
1. Spearheading the strategic design and implementation of Comprehensive Care and Treatment services including BPC, ART and TB/HIV services under the Pro-ACT project in Nigeria
2. Member of the Project Management Team that is responsible for overall project performance

Specific Responsibilities
·                     Provide technical input in the development of an integrated Pro-ACT project plan in collaboration with the Project Director, Director Clinical Services, Associate Directors, Advisors and State Teams
·                     Take lead in the development of comprehensive HIV/AIDS and TB care and treatment services.
·                     Take Programmatic responsibility for the functioning of the care and treatment M&E system.

Qualifications

·                     The candidate shall in addition have at least 2-years’ experience in program management at a senior level.

6. Laboratory Systems Specialist, Zamfara

Overall Responsibilities
The objective of the Laboratory Systems Specialist position is to provide technical leadership of the ProACT laboratory program in the State in a manner that strengthens integrated delivery of comprehensive HIV/AIDS and TB services in partnership with the state government and other partners, and leads to sustainable health systems for services delivery using HIV/AIDS prevention and control efforts as an entry point.
Specific Responsibilities
1.                   The laboratory Specialist will be required to take lead in the establishment  of laboratory systems in supported States that support sustainable delivery of high quality comprehensive HIV/AIDS and TB prevention, care and treatment services. This will involve designing and implementing capacity building programs for State and Local government health workers, coaching/mentoring facility staff to become champions of good lab practice and coordinating resources. S(he) will supervise the Senior Laboratory Officer and be responsible for strengthening laboratory systems in line with MSH broader health systems focus.
2.                   In liaison with the ADLSS and other Advisors, ensure all MSH-supported laboratories in the State provide quality Lab services (at least rapid HIV testing, haematology,      chemistry and CD4) at all times throughout the year. This will entail making sure all lab equipment is serviced, repaired and fully functional at all time; maintaining zero-stock out time for all reagents and RTKs. 
3.                    Establish strong links/collaboration with the Laboratory Directorate in the SMOH and backstop processes that will lead to increased State Government ownership and funding of lab system improvements efforts leading to sustainability. 
4.                   Specifically support the SMOH, health facilities and partners to establish continuous quality improvement programs evidenced by proportion of State Labs that are registered  by the MLSCN and prepared towards attaining national accreditation by the MLSCN
5.                   Provide capacity building on basic laboratory management, laboratory ethics and ongoing support to the laboratory staff  on the use of respective testing and automations systems, basic maintenance of BD FACSCount machine, Clinical Chemistry and Haematology analyzers through the use of various tools with Quality control results on the relevant tests properly charted on L-J charts    
6.                   He/She will contribute to the health facility upgrades plans in the area of laboratory upgrades including needs for equipment, water and drainage, safe disposal of sharps and contaminated wastes, and health facility laboratory staff in services training. 
7.                   As part of this role, the laboratory specialist will work closely with the ADLSS and other technical advisors to ensure health facility laboratories implement GoN-approved diagnostic protocols, quality control procedures, significant biosafety and biosecurity practices not limited to safe disposal of sharps and contaminated laboratory waste.
8.                   To carry out quality control functions/ activities, in supported health facilities laboratories, including quality control inspections schedules and the collection of quality control records including but not limited to PT and other EQA samples, ensure the availability of quality records documents. 
9.                   Take programmatic responsibility for the functioning of the laboratory information system (LIS) whether paper or electronic at the state level as well as work closely with SLOs to ensure that EOM reports from HF reach the country office in a timely manner. They will also be responsible for collating EOM using standard templates
10.                Ensure quality reporting as required by PEPFAR, MOH and MSH (monthly , quarterly, and as required)
Qualifications
1.                   A Medical  Laboratory Scientist, must be registered with Medical Laboratory Science Council of Nigeria (MLSCN) and licensed to practice in Nigeria
2.                   Minimum of B.MLS/B.Sc  Medical Laboratory Science with 4 to 5 years post license experince
3.                   Preferably with a Postgraduate degree in public health/health science
4.                   Significant experience in laboratory diagnosis of AIDS, tuberculosis and other opportunistic infections and laboratory monitoring of clinical status of people living with HIV essential
5.                   Significant expertise in laboratory Quality management Systems
6.                   Familiarity with local and WHO/AFRO Accreditation process is a plus
7.                   Familiarity with ministry of health national HTC guidelines and HIV/AIDS diagnostic algorithms is also essential 
Background Information
PrO-ACT is an MSH-implemented project in Nigeria that aims at supporting State Ministries of Health (SAPC) and State Action Committees on AIDS (SACA) to deliver comprehensive HIV/AIDS/TB services—including providing antiretroviral therapy for the hundreds of thousands of people in need in Nigeria. The project will scale up the US President’s Emergency Plan for AIDS Relief (PEPFAR) programming to achieve its goals for provision of ART, palliative care services for HIV-TB co-infected individuals, and prevention of HIV transmission from mother-to-child (PMTCT) through a health system for service delivery models in its supported States.

7. Monitoring & Evaluation Officer

Overall Responsibilities
The success of the TBCARE1 project depends largely on accurate, complete and timely reporting of achievements to PEPFAR/USAID. Achievement of set targets is of utmost importance. Hence, the objective of this position is to strengthen the project M&E system to generate data and strategic information for program management, reporting, documentation of results, and publication of operational research findings; so as to generate strategic data for program management, reporting and documentation of best practices.
Specific Responsibilities
1.                   Support the development and implementation of TBCARE1 and reporting formats for key  indicators and targets in collaboration with the Senior Technical Officer.
2.                   Establish system for flow of information from service-delivery points to the MSH TBCARE central data base and ensure timely M&E technical support to all implementing health facilities.
3.                   Assist in the conduct of periodic data quality audits.
4.                   Ensure MSH TBCARE1 provides adequate data for timely reporting to appropriate authorities; and provides inputs into other national and international reporting systems.
5.                   Support building of the capacity of MSH TBCARE staff in the design and implementation of a coordinated and effective monitoring and evaluation system.
6.                   Ensure state-of-the art database management practice at MSH TBCARE
7.                   Analyze M&E data on a monthly, quarterly and annual basis and flag action areas to the project management.
8.                   Link and analyze resource inputs, outputs and outcomes and report on project effectiveness and efficiency.

ACCOUNTABILITY:

Qualifications
·                     A degree or equivalence in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics.
·                     At least 2 years hand-on-experience in monitoring and evaluation with very good analytical, presentation, communication and reporting skills.
·                     Significant experience in developing monitoring plans and/or management information systems. An NGO experience especially with USAID funded project will be an advantage.
·                     Excellent inter-personal, multi-cultural and team building skills.
·                     Strong computer skills particularly in spreadsheets, database and statistical applications.
·                     Significant experience working on TB programs in Nigeria.
·                     Familiarity with PEPFAR reporting systems, particularly for TB Programs desirable

Introduction:

Job objective
The objective of the State Team Leader position is to provide overall leadership and management of the Pro-ACT project in the state and related states/areas in a manner that strengthens partnerships with the state government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.

Management responsibility
1.                   Spearheading coordination, implementation and reporting of the Pro-ACT program in State and related states
2.                   Ensure optimal resource management in the project
3.                   Member of the Project Management Team that is responsible for overall project performance
Specific Responsibilities
1.                   Lead the development of an integrated Pro-ACT project plan for State in collaboration with the Project Director, Director Clinical Services, Advisors and State Specialists.
2.                   Operationalize Pro-ACT project plan in the State ensuring efficient coordination of resources to maximize integration and synergy of program areas.
3.                   Establish system for project monitoring, evaluation and reporting.
4.                   Support the state HMIS Officer to establish a functional state M&E data system with periodic analyses and review to inform program management.
5.                   Establish a system for timely relevant technical support to all implementing health facilities.
6.                   Take responsibility for management of the state Pro-ACT project budget and all other resources under the direction of Deputy Director Finance/Operations.

10. Technical Officer


Overall Responsibilities
Management Sciences for Health (MSH) currently provides technical assistance to Akwa Ibom State with funding from USAID through the PLAN-Health project.  One of the key result areas for the PLAN-Health project is to strengthen institutional capacity of NHIS and CSOs in select communities to provide equitable access to quality health care through Community Based Health Insurance Scheme. The project therefore seeks to recruit a Technical Officer as part of the team working with Akwa Ibom State and the SHELL funded CBHI in Rivers State in implementing CBHI schemes at the two locations.

LOCATION
The Technical Officer (TO) will be based in UYO, AKWA IBOM STATE. He/ She will work in a team led by a Technical Advisor (TA) to provide integrated technical assistance for successful implementation of the Community Based Health Insurance (CBHI) scheme in Akwa Ibom state. The TO will also oversee the MSH Plan-Health engagement on the CBHI scheme being implemented in Obio Cottage Hospital Port Harcourt, Rivers State.
Specific Responsibilities
The Technical Officer will accomplish the under listed in in collaboration with the team:
1.                   Develop an operational plan based on the  strategic plan for the implementation of the Community Based Health Insurance (CBHI) scheme in Akwa Ibom especially the start-up/inception plans
2.                   Conduct a stakeholder analysis and develop a comprehensive inventory of stakeholders that will facilitate successful implementation of CBHI in the state
3.                   Provide technical assistance support to the community as needed to use CBHI management tools to ensure successful start up
4.                   Build and manage professional relationships with key stakeholders in Akwa Ibom State and SHELL CBHI scheme including Health Care Providers (HCPs), Community, LGA and others to implement the scheme. Assist the Technical Advisor and team on integrating clients’ needs for institutional capacity building for all stakeholders into Community Based Health Insurance program.
5.                   Promote service utilization through effective mobilization of stakeholders and community members
6.                   Provide reliable, high-quality follow through on all obligations to clients and other stakeholders
7.                   Bring pending needs for short and long term technical assistance to the attention of the Technical Advisor in a timely manner.
8.                   Provide  information for monitoring and tracking all PLAN-Health CBSHIP projects process level  and community indicators, activities and  technical assistance in Akwa-Ibom and Rivers state
    
The technical officer is required to apply his/her specialized training, expertise and experience in health insurance programming to achieve the objectives of the scheme.  He/ She is expected to be familiar with Community Based Health Insurance implementation, PEPFAR and HIV/AIDS service delivery in Nigeria and have a good knowledge of the expectations and demands of USAID and other international donor agencies. 

SUPERVISION
Supervised by: Technical Advisor.
The Technical Officer will be supervised by the Technical Advisor overseeing implementation of CBHI and PBF in MSH PLAN-Health project. He /She will work effectively with other colleagues in MSH Nigeria.
Qualifications
Advanced degree – preferably in health, social sciences and relevant field.
•          Minimum of three years’ experience in capacity building in Nigeria
•          Experience in Health Care financing with focus on CBHI and PBF preferred)
•          Experience working in or with public sector organizations, particularly in the health field and good knowledge of the Public Health System in Nigeria.
•          Knowledge of PEPFAR-funded programs and experience in managing relationships with USAID missions preferred.
