Roles and responsibilities
1. As part of monthly budgetary control
activities, update and share the budget vs actual result of all program
activities
2. Ensure compliance with USAID policies and procedures, applicable local laws and with JSI policies and procedures
3. Review of the internal control systems and the control environment
4. Design new systems in consultation with DCOP F&A and SF&GS
5. Process improvements/development of Flow chats

6. Assist the AGMs in grant financial reporting and oversight
7. Perform Systems review and internal audit
8. Advanced knowledge of auditing principles and practical experience of carrying out internal audits
9. Adequate knowledge of fraud detection, prevention and control
10. Practical knowledge of internal control systems and risk management principles and practice
11. Monitor program activities to ensure they are in line with best practice and laid down policies
12. Develop monthly cost share analysis and reports for each sub-recipients as contained in their budgets
13. Provide continues mentoring and site visits to the sub-recipients
14. Organize period training for F&A staff to build their capacity
15. Monitoring and preparing statutory deductions payments and remit same on behalf of project staff;
16. Assisting the Grants unit in establishing and maintaining a grants management system for distribution of project grants;
17. Assist in the management of the grants provided by the project; monitor all phases of award, including assessment of technical progress and performance of allocated sub-recipients;
18. Working with Grants unit in reviewing all reimbursement requests for cost allowability, and ensuring that sub-recipients are in compliance with established administrative and financial policies, procedures, and sound business practices
19. Assist the Grants unit to monitor and evaluate the performance of sub-recipients.
20. As an alternate Accountant and as may be assign by supervisor (FAS), Perform the following:
Setting up and maintaining the project’s financial accountsØ
Entering all transactions into theØ computerized accounting systems(QuickBooks);
Preparing and closing of monthly fieldØ accounts for submission to the Home Office;
Processing payments to vendors for goods and services;Ø
In consultation with Finance and Administration Specialist, processing payroll;Ø
Monitoring and analyzing employee advance accounts;Ø
Oversees the maintenance and disbursement of petty cash;Ø
Assisting the Finance and Administration Specialist in financial forecasting;Ø
Monitoring project expenses andØ generating financial reports fromQuickBooks;
Assisting the Administrative Assistance in maintaining project inventory, including tagging of equipment and furniture, tracking its location and condition, preparing and submitting USAID required reports;Ø
Preparing/updating on monthly bases the work plan budget tracking sheets and share the same with sub objectiveØ team leaders/FAS/DFSS;
Other duties as assigned by superiors within the capacity of his/her of professionØ
21. Other duties as assigned by supervisor and/or superiors within the capacity of his/her field of profession
Compliance Officer will have skills and experience sufficient to identify potential issues within a variety of compliance areas (Finance, resource utilization, etc.). The Compliance Officer will be able to remain objective and function independently within the F&A team.
1. Report to the F&A Specialist with oversight supervision from the DCOP F&A
2. Assist in designing and implementing as well regular reviews of internal control systems to provide reasonable assurance that the project funds are safeguarded and that risks are reasonably mitigated.
3. Periodically revise and update the internal control systems and procedures.
4. Develop and implement a Compliance training plan.
5. Assist in the coordination internal compliance with policy and monitoring
6. Investigate complaints and recommend next step of action plans.
7. Develop policies and programs that encourage staff to report suspected fraud or impropriety without fear of retaliation.
8. Develop and communicate the objectives of the Compliance to policy.
9. Access records relevant to compliance monitoring activities and report findings.
10. Maintain a log of communications received relevant to compliance.
11. Compile reports of calls received, investigations conducted, findings and recommendations developed, action plans established, and progress noted.
12. Interview internal and external customers periodically on any compliance related issues
13. Conduct unannounced mock surveys, inspections, audits and investigations periodically to assess staff readiness and to specifically identify where corrective actions are needed.
14. Re‐evaluate areas of previous deficiency to identify improvements.
Skill set:
• Bachelor degree in Accounting, Master’s Degree in Social Science, Management or related field
will be added advantage.
