Context: Under the supervision of the Regional Director for West and Central Africa and the administrative direction of the Chief of Mission of IOM Abuja,the successful candidate will be responsible for the overall coordination and management of the European Union (EU) funded Programme "Support to Free Movement of Persons and Migration in West Africa". This five year programme aims to maximize the development potential of free movement of Page 1 / 4
Persons and migration in the Economic Community for West African States (ECOWAS) by supporting the effective implementation of the ECOWAS legal and policy framework on free movement and migration. The programme will be implemented by a Consortium of Partners, under the lead of the International Organization for Migration (IOM), in close coordination with the ECOWAS Commission. The International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO) are the two implementing partners. The Programme Coordinator will head the Programme Support Unit (PSU) that will be established for the implementation of the programme. The PSU will comprise managerial, technical, financial and administrative staff of the three implementing agencies of the programme (IOM, ICMPD, ILO).www.justjobsng.com. The Programme Coordinator will ensure the coordination of the PSU and will be based at the ECOWAS Commission.
Core Functions / Responsibilities: 1. Oversee the establishment of the programme management structure, specifically the Programme Support Unit (PSU) in Abuja, including the setting up of the premises and the recruitment of programme staff. 2. Support the ECOWAS Commission with the establishment and functioning of the programme governance structures, specifically the Committee for Programme Steering and Coordination (CPSC). 3. Coordinate the implementation of all programme activities by the PSU, ensuring a smooth and effective transition between the different phases of the programme (inception, implementation and closure phases). 4. Coordinate and monitor the administrative, human resources and financial aspects of the programme and supervise IOM programme staff, in close coordination with the Resources Management Officer (RMO). 5. Monitor and ensure compliance by the consortium partners with their obligations in implementing the programme as stipulated under the consortium and partnership agreements. 6. Monitor the activities and results of the programme, and ensure the timely submission of narrative and financial reports to the EU Delegation (EUD) in Abuja, in accordance with the provisions of the contribution agreement signed between IOM and the EU. 7. Ensure regular liaison with, and be responsible for representation of the PSU and the programme, to the EU, ECOWAS, and all other project stakeholders. 8. Undertake duty travel for programme coordination purposes. 9. Perform such other duties as may be assigned.

Required Qualifications and Experience a) completed advanced university degree from an accredited academic institution, preferably in Political orSocial Science, International Relations, Law or a related field;
·                     eight years of professional experience (or ten years for candidates holding a first level university degree) in positions of progressive responsibility;
·                     proven expertise in the area of migration management, including regional consultative processes;
·                     knowledge of the Economic Community for West African States (ECOWAS) and understanding of regional issues;
·                     demonstrated experience in the coordination of complex programmes implying multiple partners and stakeholders;
·                     experience liaising with regional bodies, governmental authorities, other international/national institutions;
·                     Previous work experience in the West African region highly desirable. Languages Fluent in English and French is required.
