UNICEF Nigeria seeks the services of an experienced
 Health Specialist who wil! be responsible for the development, planning, implementation, monitoring and evaluation, and administration of the Health programme within the country programme. The incumbent of the post wm provide effective technical support to facilitate the applicafion and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives and expansion of UNICEF assisted Health interventions. including the attainment of the Millennium Development Goals agenda.

Minimum Qualifications & Competencies
• Master's in Public Health and university degree in Medicine or Nursing/Midwifery or related technical field.
• Five years progressively responsible experience in designing. impiementing and evaluating of health projects particularly, safe motherhood ante/neo-natal care projects. Experience with Life Saving Skills training and practice an advantage.
• Fluency in oral and written English is required. Knowledge of local working language of the duty station, an asset.
• Knowledge of tile latest developments and technology in related fields.
• Ability to make timely and quality judgments and decisions and veri good training skills.
• Computer skills. including internet navigation and various office applications.
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.

 Health Specialist who will be accountable for contributing to the development, planning, implementation, monitoring and evaluation of Supplemental Immunization Activities (SIA) component of the immunization programme in conjunction with Child Survival & Development, Maternal & Child Heaith. Health and Nutrition components within the country programme.

Minimum Qualifications & Competencies
1. Advanced university
 degree in Public Health, Paediatric Health. Child Development. Child Heaith, Nutrition, EpidemiOlogy, Public Administration. SOCial Poiicy, Social Development, Community Development or other relevant disciplines.
2. Five years of professional work experience in planning. programming, implementation
 monitoring and evaluation of healthilmmunizalion programmes. Professional work. experience related to child survival & health care. Working experience, backgroundifamiliarity with Emergency, an asset.

This consultant is to support the State ministry of heaith. state primary health care development agency and other partners in the lmplementatlon of evidence-cased interventions that will resuu in the scale-up of and improved access to maternal and newborn health services with a particular locus on systems strengthening. local capacity building and focused mentorinq communities inAdamawa and Kebbi States.

The consultant will support the SMOH, SPHCDA and other partners 111 the ;mplementation of various strategies and interventions that will strengthing  partnership for policy reforms, sectorqovernance and stewardsmp at LGAlevel. increased transparency and accountabihty, provision of susiainable and scaled-up integrated MNCH service delivery with equity and
community participation.

Specific objectives:
• Increased proportion of women who are able to correctly recognize pregnancy complications and seek timely care. when required.
• Increased proportion of poor, marginalized rural women with increased financial access to a health facility for pre-pregnancy, routine ANC and Emergency Newborn and Obstetric Care services;
• Improved functionality of the health service provision for fixed and ouireacn services through adequate and qualified health personnel. adequate supplies and equipment.
• Improved nutrition of women and children along the continuum of care from preconception to childhood.
• Strengthened heanh systems governance by Improving decemralized planninq and budgeting processes for unproved accountability and transparency in the deiivery of matemst and newborn services.

End Product:
• Annual State work and operational plans
• Quarterly DHID and PHC review reports
• Reports of Workshop/Meetings With actionable recommendations,
• Reports of milestones achieved to advance project lmplernentaton.

Minimum qualifications or specialized knowledge/experience required
