GB JOBS: Monitoring and Evaluation Consultant at Coffey

We are managing the DFID funded GEMS2 Project which is an initiative aimed at job creation and increased non-oil growth in specific high potential value chain sectors. DFID is providing a grant of £90 million and the World Bank a concessionary loan of $160 million. GEMS will achieve an overall internal rate of return of 48%.We are seeking expressions of interest for the position of Monitoring and Evaluation consultant.
The Position:
GEMS2 is seeking a Monitoring and Evaluation consultant for a short-term assignment in Lagos, Nigeria. The consultant shall have expertise in developing monitoring systems for other large private sector development programmes, with specific experience in results measurement and logframe development.
The purpose of the assignment will be to review existing programme and intervention level M&E plans on GEMS2 and further develop them. Based on this, the consultant will develop a data monitoring and management system for the project.
Scope of work:
1·         Review and further develop the existing results measurement process sheets for all interventions.
2·         Develop a measurement plan that involves the following: A framework for collecting and analysing data for each of the intervention areas; An M&E work plan/calendar that outlines how, when and by whomthe monitoring data will be collected; A user-friendly database to ensure regular tracking of the data collection process and flow of information between the different members of the project team; A system for regularly monitoring progress against the M&E work plan (in terms of timing, personnel, and assigned tasks).
3·         Train the programme team in the application of the tools and framework developed.
4·         Assist in the revision of the logframe indicators and targets for the remaining period of the programme
5·         Provide guidance to the intervention managers for regular updates for the intervention result chain.
6·         Develop VFM framework and provide necessary guidelines for the programme and for how GEMS2 will process and report on VFM data, aligned with DFID standards.
7·         Provide guidance on undertaking field research in collecting results data (based on relevant RMPSs).

Proposed duration and timing of assignment:
60 work days in Lagos, Nigeria between 29 July and 4 October 2013.
Reporting:
The M&E consultant will work closely with the GEMS2 team to jointly deliver these terms of reference. The team will report to the programme Team Leader and to the Programme Manager.
