Overall Responsibilities
The Technical Officer will provide technical assistance in collaboration with MSH TB Project Director, MSH TB Regional Advisor for Africa, MSH-TB CARE I Senior Technical Advisor for Nigeria, TB CARE I lead in Nigeria, National TB and Leprosy Control programme (NTBLCP) of Nigeria and other stakeholders in accordance with the national TB policy guidelines and International Standards of TB care. S/he will report to MSH-TB CARE I Senior Technical Advisor.
Specific Responsibilities
The Technical Officer will provide technical assistance in collaboration with MSH TB Project Director, MSH TB Regional Advisor for Africa, MSH-TB CARE I Senior Technical Advisor for Nigeria, TB CARE I lead in Nigeria, National TB and Leprosy Control programme (NTBLCP) of Nigeria and other stakeholders in accordance with the national TB policy guidelines and International Standards of TB care. S/he will report to MSH-TB CARE I Senior Technical Advisor.
Specific Responsibilities

Support the Implementation of all MSH/TB CARE I
activities in consistent with TB CARE I Nigeria plan, NTBLCP strategic plan and
MSH quality standard under the
supervision of MSH TB Technical Advisor for Nigeria in collaboration with
Nigeria TB CARE I Country lead.
·
Under the supervision of the Senior Technical
Advisor, provide support to NTBLCP in improving TB case detection, program
management, information management for the programmatic management of
Drug-resistant TB and strengthen supervision including monitoring and
evaluation.
·
In consultation with the Senior Technical
Advisor, TB Care I, represent MSH in technical meetings and forum including
partner and stakeholders meetings
·
Liaising with other technical partners such as
KNCV, WHO, FHI and other partners at national and international level
·
Foster clear communication about project
activities, plans and organizational policies within MSH and between strategic
projects and partners
·
Model effective leadership and create conducive
environment for collaborations with NTBLCP, partners and other stakeholders
·
Provide technical support to ensure that project
activities are carried out within budget and agreed timeframes
·
Ensure timely preparation and submission of
information and reports to MSH, TB CARE I and relevant partners
·
Work with TB CARE I team in Nigeria on
implementing overall TB CARE I plan
Qualifications
·
Medical doctor with postgraduate training in
public health or equivalent
·
Minimum of 2 years’ experience in public health
·
Good strategic thinking and planning skills
·
Strong analytical skills and knowledge of
monitoring and evaluation
·
Knowledge of and experience in training and
capacity building
·
Demonstrated operating in a management culture
built on consensus and results
·
Demonstrated intermediate computer skills such as
Word, Excel and PowerPoint, as well as experienced with project planning
applications
·
Ability to work effectively and independently in
a team-based structure
·
Ability to travel up to 40% percent of the time
within Nigeria
·

The Pediatric Advisor will provide technical leadership and support in the planning and implementation of pediatric HIV services under the MSH ProACT project in collaboration with the Ministry of Health. He/she will supervise field based clinical teams and will report to the Deputy Project Director. In addition he/she will be responsible for the planning, coordination and providing overall strategic direction for the Pediatric HIV Care and Treatment programming as well as providing strong leadership to a multidisciplinary team of clinicians working in supported health facilities.

Specific Responsibilities
·
Provides technical guidance and clinical expertise
in the provision of ProACT project pediatric HIV care and treatment services
·
Work closely with the technical unit to provide
technical assistance to partners and guide the development of innovative
pediatric initiatives of partners to support facility level program operations
including pediatric HIV testing, care and treatment of HIV infected infants, children and adolescents.
·
Provide technical assistance in the training and
supportive supervision of site clinicians providing pediatric palliative care,
antiretroviral treatment, counseling and
adherence support.
·
Provide on-going technical support and
supervision to field based clinical teams who will in turn provide technical
support to facilitiesin the
implementation of pediatric activities.
·
Participate in the PMTCT/Pediatric technical
working group meetings hosted by the Ministry of health, National AIDS and STI
Control Program (NASCP)
·
Develop a standard package of Pediatric HIV care services and ensure its
implementation in MSH supported facilities.
·
Liaise and network with relevant ProACT partners
and collaborators to improve MSH’s visibility, coordination of activities and
promotion of shared advocacy agenda for pediatric HIV.
·
Take responsibility for monitoring, evaluation
and reporting of pediatric care and treatment services within the project PMP
framework
·
Provide clear documentation of programmatic
achievements and keep MSH ProACT senior management informed on monthly,
quarterly and annual basis.
·
Work with ProACT senior management to document
and publish best practices.

Qualifications
·
Medical Degree (MD) and appropriate licenses and
registration with the Nigerian Medical and Dental Council
·
Specialist degree in Pediatrics with a graduate degree in
public health preferred.
·
At least 5 years experience in clinical management
of pediatrics HIV cases would be a distinct advantage.
·
At least 5 years experience with PMTCT, HIV/AIDS
care and treatment programs supported by bilateral agencies such as USAID, CDC
and international agencies such as WHO and World Bank preferred.
·
Excellent grasp
of clinical issues and current literature in PMTCT/pediatric HIV/AIDS
treatment.
·
Experience in developing country health care
programs.
·
Excellent oral
and written communication skills and fluency in English.
·
Ability to work independently with strong
problem-solving skills and ability to foresee problems and initiate appropriate
