Provide cost estimating review and support capabilities in the area of cost engineering to the Project Teams.
To participate in the execution of the EPCOM (Engineer, Procure, Construct, Operate and Maintain) contract for the Project; This includes responsibility for the provision of project cost estimating engineering input, resource and support towards the completion, with minimum supervision of the following activities: Projects Feasibility Study, Conceptual cost estimates, preliminary estimates and Budget estimates.
Provide cost estimating engineering support, and cost estimate review capabilities in the area of facilities and projects to further check that the Projects’ cost estimates conform to NEL facility standard estimating norms and the NEL standard ESAR specifications.
To provide/co-ordinate responses to Contractors’ cost queries during the project detail design phase;
To carry out project cost estimating engineering activities related to the project's multidisciplinary nature, including review of progress on design deliverables, participation in cost and schedule reviews; To monitor follow-up of recommendations;
To effectively manage the Projects’ cost interfaces with other projects and facilities, and liaise with E&P representatives to ensure their requirements are taken into account during project execution;
To effectively manage the cost interface with the Contractor and project team;
To check the progress figures detailed in regards to the materials procurement aspects of the EPCOM contract from ex-works to delivery at site.
To ensure adequate and robust cost estimates are in place for all the activities associated with the construction and pre-commissioning of the facilities (e.g. preparation of construction drawing/documents, site construction and installation, hook-up, pre-start up audits, as-built drawings);
To control and check all aspects of cost in relation to change control.

Provide technical expertise, policies, procedures, standards, and technical review capabilities in the area of Pipeline engineering including incident reviews. With the aim of increasing efficiency and realizing reductions in unit technical costs and life cycle costs, identify new technologies applicable to NECONDE/JV surface operations and environment: evaluate these both technically and commercially, and where appreciable opportunities exist, progress and manage deployment in current assets and in new projects.
Participate in NECONDE's drive to enhance its asset integrity both from a design as well as an operational point of view for all projects in the pre-startup phase.
Identify cost effectiveness and innovative technology application.
Design input. 2. Drawing reviews. 3. Hazop and Hazid. 4. Inspection and audits.
Participate in NECONDE and JV sponsored Pipeline engineering -related projects and studies.
To develop the technical specifications for the pipeline systems, including pigging facilities and corrosion protection systems;
Perform the roles of the pipeline systems discipline head in the facility including interfacing with the corporate discipline head, providing inputs to projects and initiation of best practices and new technology for strategic cost leadership such as trending global changes/improvement in safeguarding, instrumentation and control systems.
Assist in managing the development of trainee and young field engineers
Input to tendering, technical & commercial evaluations, and timely placement of the EPC contract with a capable contractor
Ensure high reliability of pipeline systems by developing /implementing appropriate maintenance strategy.
Generate the facility maintenance reference plan (MRP) that ensures an all-embracing and structured maintenance management as an input to the Asset Reference Plan.
Complies with all safety, quality, health and environmental procedures to ensure healthy and safe work environment

Engaging Contractors and Vendors with the objective of meeting satisfactory Quality standards and maintaining technical integrity.
Support in monitoring the implementation of NEL Project Quality Management System, including Quality Plans and procedures, to cover design, procurement, fabrication / construction, installation, commissioning, operational readiness, Technical Integrity Verification Plan for technical integrity during the design, fabrication / construction, installation, commissioning, operational readiness and initial operations and operational phases of project development 
Coordinate and implement the NEL Project ITPs, covering all key project activities, contractors and work locations.
Monitor, review  and formally report to the Head of QA/QC with respect to EPIC and Sub-Contractors ITPs, NDT results, NCRs, Audit follow up actions etc.
Support the Audit/Review Plan which combines and coordinates the project’s plans to assure compliance with the project QMS and the Contractors and Vendor’s QMSs,. Monitor the status of audit/review action follow ups.
Act as support point for any appointed Third (independent) Verification Body.
Support the development of quality measurement criteria / KPIs and report on quality assurance and control issues/ trends.
Support the ongoing quality awareness program for GIOGP project staff and contractors.

Position description - Purpose

To provide Process Engineering expertise in support of project development through all phases of project development, from project initiation through to detailed design, commissioning and hand-over to Operations.

 Accountabilities

·        To conduct the application of software tools and models to simulate multiphase/hydraulic flow for steady state modes and plant & pipeline depressurisation and be aware of dynamic simulation models for dynamic modes and transient processes.
·        To develop project specifications and requirements for the Operations phase, taking into account discipline interfaces and the contributions of other disciplines.
·        To provide process engineering input into detailed design of new facilities and pipelines, aiming to minimise asset lifecycle cost and to maximise facility availability and operability.
·        To optimise process design, maximising the product yield and economic performance of facilities whilst achieving HSE objectives based on the ALARP concept.
·        To review facility design to verify it meets the requirements for safeguarding systems taking all elements of H, S and E into consideration.  To identify deficiencies and propose solutions.
·        To develop process control and safeguarding philosophies and  hazardous area classification, and evaluate process hazards by providing input into HAZOPs, HAZIDs, QRA, IPF and similar reviews. Ensure that all these evaluations are documented.
·        To provide support as required in the application of de-bottlenecking techniques to optimise plant performance of brown field developments, and in the execution of reviews of existing facilities to maximise throughput of hydrocarbons and propose modifications required to meet production targets.
·        Identify, evaluate and propose innovative, cost saving technology and novel business solutions, in order to reduce the average UTC of NEL's hydrocarbon development projects and to maximise their economic benefits.
·        Maintain frequent contact with other process engineers in NEL and NPDC, in order to keep abreast of new developments and technologies, disseminate best practices, ensure synergy of production facilities, work practices and quality control systems.
·        To contribute to the preparation of annual Business Plans, and process engineering input into Field Development Plans.
·        To collate/prepare progress reviews and financial performance reports compared to set targets of projects as required.
·        To monitor monthly the expenditure and progress against targets for the development of the detailed design.
·        Coach and mentor sub-ordinates.

Facilities:OML 42 facilities; CPF, Flow stations, Booster Compression Stations, Pipelines/flowlines, Water Injection Plants….and other OPL/OML acquired by the Company.

Challenges

Experience and Qualifications required

·        University degree in an Engineering science plus 5 to 10 years of experience in process engineering in the EP industry.
·        Demonstrable working knowledge of HYSYS and PIPESYS/Pipesim/Pipephase simulation tools;
·        Strong conceptual innovative thinking with technical, analytical and commercial business skills.
